The 1.7-acre site, located at 7111 Winnetka Avenue, is slated for the construction of a four-story, 154-unit apartment building featuring 200 parking spaces in a partially-underground garage according to city.org/staffrpt/mnd/Pub_083018/ENV-2016-3865.pdf">an initial study

published last week by the City of Los Angeles. This represents a modest reduction from the original plan for the site, which had called for 160 apartments and 283 parking spaces.
The proposed low-rise building may lose its ground-floor commercial component, but would offer pedestrian entrances along both Winnetka Avenue to its east and Gault Street to its south.
City records list the project applicant as a limited liability company called Rainbow Investments. The proposed development is named "Luxe at Warner Village."

The proposed apartment complex emerges in the midst of a pushback against development by the Winnetka Neighborhood Council which recently took up a motion which asks the City of Los Angeles to institute new zoning rules which would cap building heights in the community at three stories and require a minimum of two parking spaces per bedroom in all new developments.
